Early Intervention in Kentucky
If you are a parent in Kentucky and you are concerned that your infant or toddler is not meeting their developmental milestones, you are not alone. Kentucky offers a federally mandated program known as First Steps.
What is First Steps?
First Steps is Kentucky's system of services for families of infants and toddlers, birth through age three, who have disabilities or developmental delays. This program is mandated by Part C of the Individuals with Disabilities Education Act (IDEA).
Key Benefits
- Free Evaluation: You do not need a doctor's referral to request an evaluation.
- Individualized Plan: If eligible, an Individualized Family Service Plan (IFSP) is created for your child.
- Home-Based: Services typically take place in your home or other natural environments.
Who is Eligible?
In Kentucky, eligibility is determined by the Cabinet for Health and Family Services. Generally, children with a significant delay in one or more areas of development (cognitive, physical, communication, social/emotional, or adaptive) are eligible.
How to Start
The first step is to refer your child. This can be done by a parent, doctor, or caregiver. Once referred, the program has 45 days to complete the evaluation and hold the initial meeting.
